OCC’s Gould highlights community and military bank initiatives

On September 28, Comptroller of the Currency Jonathan Gould discussed the OCC’s regulatory and supervisory priorities for supporting community banks and military banking institutions. Gould asserted that more than half of community banks had closed or been absorbed by mergers and acquisitions since 2008, and said the OCC was pursuing a “Community Bank Comeback,” which aims to promote conditions that allow community banks to thrive, including those that support the military community. According to Gould, recent actions to reduce supervisory burdens related to capital, examination cycles, third-party risk management, and supervisory standards have freed up an estimated $64 billion in capital in communities across the country. The comptroller also encouraged public feedback during the open comment period on proposed CRA reforms, including a proposed new definition of “military bank.”
