FTC reports to Congress on National Do Not Call Registry

Recently, the FTC published its biennial report to Congress on the National Do Not Call Registry for fiscal year (FY) 2025, as required under the Do-Not-Call Registry Fee Extension Act of 2007. The report noted an increase of more than 4.8 million telephone numbers compared to the previous year, totaling more than 258 million telephone numbers on the registry as of the end of FY 2025. The report also highlighted increased “Do Not Call” complaints, totaling 2.6 million, with most complaints pertaining to illegal robocalls rather than live telemarketing. Nevertheless, the FTC stated that complaints for illegal robocalls remained substantially lower than their FY 2017 peak. The FTC attributed this to law enforcement efforts, such as pursuing “Voice over Internet Protocol” providers and suing dialing platforms and soundboard technology providers that help supply the software utilized by illegal robocall campaigns. Further, the report highlighted ongoing efforts with the FCC to combat caller ID spoofing and the FTC’s support of call-blocking and call-filtering technologies and noted that debt reduction was the top subject selected by consumers in unwanted call complaints during FY 2025. Since its establishment, the registry has collected nearly $400 million from violators, according to the agency.
