Agencies update compliance guide for Community Bank Leverage Ratio framework

August 7, 2026

On July 30, the OCC published a bulletin announcing that it, the Fed, and the FDIC jointly issued a revised, non-binding “Community Bank Compliance Guide” summarizing the Community Bank Leverage Ratio framework, updating the guide to reflect changes to the framework (previously covered by InfoBytes here) that took effect July 1. The bulletin stated that the guide does not carry the effect of law or regulation and that banking organizations should also review the framework as set out in the capital rule itself. The OCC stated that approximately 95 percent of community banks could benefit from the framework, and that the revisions to the framework are expected to free up approximately $64 billion that could support additional lending.
