On July 27, the OCC requested public comment on a proposed new information collection covering applications for licensing or registration to issue payment stablecoins under the GENIUS Act, which was enacted in July 2025 (previously covered by InfoBytes here). The notice follows a proposed rule the OCC issued in March (covered in this Orrick Insight here), which would implement the law’s requirements for entities within the OCC’s jurisdiction that issue payment stablecoins or engage in related activities. The proposed rule sets out the process through which an entity may seek OCC approval to become a permitted payment stablecoin issuer (PPSI) or through which a foreign payment stablecoin issuer may register with the OCC. The new information collection consists of the application forms those entities would complete and submit to the OCC, along with related certifications from applicants and their directors, executive officers, and principal shareholders. The OCC estimated that the collection would affect 50 respondents annually, with an estimated total annual burden of 6,250 hours. Comments are due by September 25.
