Chopra says new California consumer protection agency will target ‘harmful and corrupt’ business practices

July 31, 2026

On July 23, California’s Business and Consumer Services Agency (BCSA) announced that it will target “harmful and corrupt practices that wrongfully raise costs for families and honest businesses,” including undisclosed kickbacks and manipulative schemes, in a blog post by Secretary Rohit Chopra. Chopra said many departments within the agency have authority to bring enforcement actions against companies that illegally overcharge consumers, and that in some circumstances those departments can bring actions against entities that violate federal law as well. Chopra also said the new agency will focus audit and inspection resources on entities that pose the “greatest risks” to consumers and will work closely with other states to increase scrutiny of potentially unlawful practices. As previously covered by InfoBytes, California Governor Gavin Newsom appointed former CFPB Director Chopra to lead the BCSA in May.
