On July 11, the 21st Century ROAD to Housing Act (H.R. 6644) became law without the president’s signature after being presented to the president on June 29 following House passage by a vote of 358–32 on June 23. As previously covered by InfoBytes, the bill restricts institutional investors’ acquisition of single-family homes and includes multiple FHA and manufactured housing provisions, community banking provisions, and dozens of other provisions aimed at reducing the costs of, and regulatory barriers to, housing construction while increasing housing supply and affordability for consumers. Most provisions took effect immediately upon enactment, though the restriction on large institutional investors takes effect 180 days after enactment and is set to be repealed 15 years after that effective date.
