HUD eases environmental review requirements for multifamily housing developers

On May 4, HUD published a Mortgagee Letter revising several environmental review requirements in the Multifamily Accelerated Processing (MAP) Guide effective immediately for any mortgage application that “has not reached initial endorsement,” aiming to cut development costs and reduce regulatory burdens for lenders and developers seeking FHA-insured financing. Specifically, HUD: (i) removed standalone railroad vibration assessment requirements; (ii) reverted to the 2011 MAP Guide language on pressurized pipelines, noting that the more complex 2020 rules went beyond what federal regulation requires; (iii) updated standards for high voltage power lines and fall hazards, removing the need for a separate engineering report in most cases; and (iv) clarified noise-sensitive outdoor uses, defining which outdoor uses qualify as noise-sensitive and therefore trigger exterior noise assessment.

HUD framed the revisions as part of a broader effort to decrease housing development costs and improve operational efficiency while maintaining appropriate underwriting standards and regulatory compliance. HUD further noted that the updates are part of the agency’s response to a January 20, 2025, executive order directing agencies to pursue actions to lower the cost of housing and expand the housing supply.
