On November 13, the OCC released an updated version of its Servicemembers Civil Relief Act booklet, providing updated guidance for examiners regarding consumer protection provisions for servicemembers under the SCRA.

The revised SCRA booklet:

• Applies the OCC’s risk-based supervision approach to determine SCRA compliance.
• Removes the prior OCC requirement to conduct an SCRA examination at least once every three supervisory cycles.
• Updates provisions related to servicemember verification and distribution of excess payments.
• Deletes references to reputation risk because the OCC discontinued examining for reputation risk as of March 20, per OCC Bulletin 2025-4.

The updated guidance replaced the prior version from March 2021 and rescinded OCC Bulletin 2021-11.
