New York City again delays its effective date of its debt collection rules

On July 28, the New York City Department of Consumer and Worker Protection (NYC DCWP) announced another delay of the effective date of its amended debt collection rules. The rules will not go into effect on October 1, as previously scheduled.  The agency did not provide an updated effective date but stated that it will provide an update at least three months before the new effective date. As previously covered by InfoBytes, NYC DCWP issued the proposed rules to amend debt collection rules to enhance certain consumer protections and had initially set an effective date of December 1, 2024, for the amended rules. The agency had previously postponed enforcement to April 1 (covered here) and then to October 1 (also covered here).
