NYDFS launches Transatlantic Regulatory Exchange with Bank of England

On January 13, the NYDFS launched the Transatlantic Regulatory Exchange (TRE), an international secondment program with the Bank of England, which would allow collaboration between regulators by exchanging staff. The inaugural exchange, set to begin in February, involves DFS and the Bank of England (BOE) swapping senior staff with expertise in emerging payments and digital assets. According to Superintendent Harris, the initiative is designed to strengthen regulatory frameworks, protect consumers, and support innovation by connecting New York and London, two major global financial centers. Other stated goals include sharing of resources, knowledge, and regulatory approaches, and also ensuring that regulation on both sides support global financial stability. The program allows internal candidates from NYDFS with expertise in digital payments and related technologies to participate in secondments lasting a minimum of six months, extendable up to a year. Participants are expected to return to their home institutions with enhanced insights to improve the regulation of emerging financial services.
